THE OCCURRENCE OF A MAJOR INDUSTRIAL ACCIDENT OR EMERGENCY AT HGBS FINANSE S.A.

By fulfilling the obligation resulting from point 14) to Article 261 a 1 of the Act amending the Environmental Protection Act and certain other Acts (Journal of Laws of 2015.1434), shall be made public: HGBS FINANSE S.A. THE PRODUCTION PLANT IN LESZNO HAS AN INCREASED RISK OF A MAJOR INDUSTRIAL ACCIDENT OR EMERGENCY.

2. Notification of plant

The Production Plant in Leszno at ul. Święciechowska 2, 64-100 Leszno is subject to industrial accident prevention regulations. The contractor fulfilled the obligation referred to in Article 250 (1) of the Environmental Protection Act (Journal of Laws 2013 1232 and subsequent amendments) and in February 2013 made the notification referred to in Article 250 (1) EPL and handed over the accident prevention programme to the Commander of the Municipal State Fire Station (MPSP) in Leszno. Copies of the aforementioned documents were forwarded to the Delegation of the Voivodship Inspectorate for Environmental Protection in Leszno.

3. Business Description:

The HGBS Joint Stock Company consists of the Production Plant in Leszno and in Wrocław. The business activity in Leszno is based on the production of rectifying spirit, absolute ethanol and bioethanol. The total capacity of the storage tanks  amounts to 17 925000 litres (the specific gravity of liquid spirit means the coefficient of 1 litre is 0.78 to 0.8 kg). In terms of the plant 14 340 000 kg of the product can be stored giving a value of 14 340 Mg. Due to the accumulated amount of ethyl alcohol, the plant in Leszno is qualified for the Risks Facility (ZZR).

4. Dangerous substances:

Type, category and quantity and physiochemical, fire and toxicological characteristics of dangerous substances, containing the chemical name, CAS number (Chemical Abstract Service) and IUPAC nomenclature:
name – ethyl alcohol, ethanol, spirit (according to CIOP) C2H5OH,
physiochemical, fire and toxicological characteristics – in accordance with the enclosed safety data sheet,
number CAS – 64-17-5
name according to IUPAC is ethanol

5. The methods of alerting and dealing with the case of an industrial accident:

The primary goal for limiting the impact of industrial breakdowns on people and the environment are  technical and organizational measures taken during states of emergency.
The procedure in case of failure are internal regulations and include:
identification of hazards,
alerting people about the threat,
alerting and introducing rescue operations,
undertaking evacuation,
limiting the impact of an emergency failure,
eliminating the sources of threats,
cooperation of the Department's management with the rescue and order services.

The emergency warning system is based on:
system sirens,
system of electronic detectors,
internal telephone system,
communicating dangers and threats to the public via the RADIO ELKA radio station.
Signals are communicated and recalled by means of sirens.

6. In the event of an industrial accident, the effects of which go beyond the plant area, the protection of the affected area
and the conducting rescue operation  is to be directed by the State Fire Brigade (PSP).
